Municipal Office

Where is the RM of Cartier's Administration Office?

The Administration Office is located at 28 PR 248 S, Elie, Manitoba.

What are the Administration Office’s hours?

Regular office hours are Monday to Friday from 8:30 a.m. to 4:30 p.m.

Taxation

When are current taxes due?

Current taxes are due on September 30th of each year. Penalties of 1.25% per month will be added to outstanding taxes commencing October 1st, and on the first day of each month thereafter, until paid.

Tax Arrears

Payments made to taxes will be applied to arrears and penalties (if any) prior to being applied to current taxes. Penalties of 1.25% per month is added to any outstanding taxes on the first of every month.

Can I pay my taxes or utilities through the bank?

Yes – Internet banking and Telpay are available for tax and utility payments through most financial institutions. Payments can also be made directly to the Municipal office in person or by mail. Payment by cheque,  post-dated cheque,  debit, or cash are accepted.

Does RM of Cartier have T.I.P.P.S program?

At the present time, T.I.P.P.S is not available however the T.I.P.P.S Program may be offered in the near future. Further information will be on the website.

When do ratepayers receive their assessment notices?

Assessment notices are distributed through the Provincial Assessment Office and mailed to the ratepayers.

Can I pay by visa or master card?

No.

What can I do when my assessment is too high?

An assessment can be appealed through Board of Revision annually and correspondence should be directed to the Municipal Office. Appeals should be in writing and must clearly state the reasons for an appeal. For Assessment information, please call the Assessment Office in Portage La Prairie at (204) 239-3320 or 1-866-401-8986.

Am I eligible for the Resident Homeowners Tax Assistance (RHOTA)?

In order to be eligible for RHOTA, the property must be your principal residence, and you must have occupied it as of January first of the year of application. You cannot be receiving credit for another residence. Once approved, you do not need to apply for it on a yearly basis. Should you fail to apply, you can still receive the credit through your Income Tax Return. An application form is available on the RM of Cartier website.

How much are tax certificates?

The fee for a tax certificate is $30.00.

Where do I inquire about school taxes?

Any inquiries regarding the school tax portion of your tax bill should be directed to the appropriate school division office. School taxes are levied by the Province of Manitoba and the school divisions. The Municipality is required to collect them by Provincial Statute. The school divisions within the RM of Cartier are Prairie Rose School Division (Tel: 1-866-745-2003) and Red River Valley School Division (Tel: (204)-736 2844).

When do I receive my utility bills?

Utility billings for water and sewer are issued on a quarterly basis and are mailed to customers.

Where is the RM of Cartier Landfill Site?

The Landfill Site is located approximately 3 miles east of Elie on Dugas Siding Road (Road 10W) and half mile south of PTH No. 1. The Landfill Site is for the use of resident and non-resident taxpayers only.

Summer Hours (April 1 - September 30)

Where are the waste and recycling bins?

The recycling bins are located in Elie, St. Eustache, Lido Plage, Dacotah, Springstein and the Landfill. Please use recycling facilities as posted. Do not dispose of any SHARP objects in either recycling or waste depots. DUMPING on any the Municipal’s right-of-way is NOT ALLOWED.

When do I need a building permit?

All construction requires a building/development permit. This includes dwellings, accessory buildings, farm buildings, mobile homes, ready-to-move homes, swimming pools, decks, building/trailer relocation signs, renovations, etc.  Any structures to be demolished require a demolition permit. The structure will continue to be assessed if a permit is not obtained.  A capital levy fee of $500.00 will be applied to any new lot/ title created by subdivisions within the Municipality. Does the RM of Cartier provide a library rebate?

Yes. All residents in RM of Cartier will receive a rebate. Currently the rebate is half of the membership fee up to a maximum of $30.00. Please call the RM office for more information at 353-2214.

Council Meetings

Can anyone attend Council meetings and Committee meetings?

All Council and committee meetings are open to the public. If you would like to address Council with a particular issue or wish to attend a council meeting, please contact the Municipal Office by the Wednesday prior to the next council meeting. A form requesting to appear as a delegate is available at RM of Cartier website.

When does council meet?

Council meets on the second and fourth Monday of each month, the second Monday at 9:00 a.m. and the fourth Monday at 7:00 p.m. Agenda and minutes are available on the RM of Cartier website.
